Each title contains full text from the first issue to 3-5 years ago, and recent volumes are not included.
Some titles can be accessed from Nichibunken (by the SOKENDAI contract) and some titles that cannot.
For journals other than contract collections, a free personal account allows access to 6 articles every 30 days (downloading is not allowed).

Dealing with a wide range of topics from diplomatic relations to domestic issues, they are essentially “Sato Eisaku documents,” including those classified as Top Secret.
